Domestic application process

Attention!
Application is made at the District Commissioners.

The applicant shows up with a valid ID, passport, ID card or driver's license for a photo shoot at the application location.

Even if the applicant has a valid passport with a photo, the person still has to appear in person at the application point both domestically and abroad to separately apply for an ID card. It is NOT possible to use the same photo as in the passport.

What the applicant needs to bring:

  • Personal identification with a photo, such as passport, driver's license or ID card.
  • Payment for the identity card. Tariff list of ID cards.

If the applicant does not have an official identification document ( passport, ID card or driver's license), the applicant along with two witnesses, must come to the application location. they need to fill out an individual verification form, confirm the applicant's identity, and witness that the applicant is who they claim to be. Witnesses must have with them an official identification document, passport, ID card, driver's license or name certificate.
